Baker, lawmakers battle over who will oversee millions in mental health funding

The governor and legislators have agreed to spend $400 million on mental health reforms, one of the largest appropriations for mental health that the state has seen in decades. Yet the sides cannot agree on who gets to spend half of that allocation.
