Bulfinch Crossing team celebrates One Congress topping off

The development team behind the $1 billion One Congress office tower in downtown Boston celebrated the building’s topping-off, a traditional milestone marking the highest point of vertical construction on a project. The 600-foot tower will be the global headquarters for State Street Corp. when it’s complete in 2023.
