Editorial: Give restaurants a fighting chance

The state and municipalities now have an opportunity to be more flexible and creative than ever before in trying out new ways for restaurants to operate, by allowing outdoor dining areas on streets in some cases, in extending the permissible time for outdoor dining beyond Labor Day, and in streamlining the outdoor approval process.
