Editorial: Burden of Covid unemployment shouldn’t just fall on businesses

The state has unveiled its plan to pay the $7 billion cost of the interest on money it borrowed to cover unemployment costs caused by the pandemic. And as happens all too often, the burden of that fix falls on businesses.
