Editorial: Lawmakers should clear up waterfront uncertainty

Last week’s bombshell Superior Court decision invalidating Boston’s downtown municipal harbor plan leaves an enormous question mark over waterfront plans, not just in Boston but up and down the Massachusetts coast. With rising sea levels and cataclysmic storms more and more frequent, Massachusetts can’t afford to wait to take action to protect and plan for the future of our shorelines. The Legislature must clear this up now.
