Employers, scrambling to fill jobs, are frustrated over slow migrant work approvals

Many of the thousands of migrant families temporarily housed in Massachusetts hotels and shelters cannot search for a legal job until they receive approval from the U.S. Department of Homeland Security. State officials say this sluggish process hurts an economy in dire need of employees and strains expensive public resources.
