Judge’s ruling could send Harbor Garage, Hook Lobster tower plans to ‘square one’

A Superior Court judge appeared to hand a big win to the Conservation Law Foundation, an environmental advocacy group, as well as residents of the Harbor Towers condominiums, by essentially invalidating the city of Boston’s downtown municipal harbor plan.
